    Job Title: Department Helper Shift: As Assigned

    General Statement of Duties: To perform various tasks involved in the operation of the Electric

    Production and Distribution Department, Water Production and Distribution Department, Cable

    Television Department and Office Department.

    Supervision Received: Work is performed under the supervision of an employee of higher grade as

    designated by the Department Supervisor.

    Supervision Exercised: Supervision may be exercised over other Department Helpers as directed. In

    addition, the employee may be required at times to organize their own work.

    Essential Job Functions: An employee in this classification may be called upon to perform any or all of

    the duties as defined in the Water Department Meter Tester & Repairman Classification, the Filter Plant

    Department Helper Classification, The Lamp Wash Driver Classification, Meter Reader #2 Classification,

    Line Truck Driver Classification, Equipment Operator Classification, Electric & Water Labor

    Classifications, Assistant Storekeeper Classification, #4 Power plant Operator Classification, and to assist

    when assigned to CATV and Power Plant functions as directed and as follows:

    Perform various tasks involved in the disassembly, repair, assembly, adjustment and testing of water

    meters. Make minor repairs, test or change water meters and install remote water meters on consumer's

    premises. Assist in other water distribution service and repair activities via digging, general labor tasks,

    and equipment operating. Report the need for new meters and parts used in making meter repairs to

    supervisor. Operate meter testing equipment and small hand tools as required. Clean and paint meters.

    Maintain records of tests, materials expended, and labor charged to each repair operation and other

    records and reports. Assist in Electric distribution repair and service activities via digging, general labor

    tasks, and equipment operating. Operate, inspect and maintain a one man 40 foot aerial boom and bucket

    truck. Maintain equipment gas, oil and lubrication needs. Replace and repair broken or burned out street

    light bulbs, street light globes, shades, reflectors, photo eyes and associated minor parts and maintain

    group replacement & maintenance schedules. Switch keyed light circuits on and off to check systems

    when necessary. Receive, unpack, check, store, issue and account for incoming and outgoing materials

    and supplies in accordance with accepted and DMS procedures. Maintain inventory, receiving slips, file

    requisitions, credit slips, prepare labels, tags and other records and keep stock in order. Make physical

    Inventory of parts and equipment. Pack and ship material. Answer telephones. Ability to read meters

    accurately and detect probable errors in readings, wrong meters numbers, incorrect addresses and other

    information to assure proper billing of accounts. Perform janitorial functions. Improve knowledge in this

    field in order to qualify for future advancement. (Water Department Group 3, Department Helpers must

    Possess and maintain a minimum, an S-4 Water Distribution Certification from the State of Michigan

    DEQ as required by Article XIX, Section 2 of the Agreement to temporarily upgrade or permanently bid

    to higher Water distribution positions).

    Assist in the operation of power units and auxiliary equipment in a Steam Electric Power Plant.

    Assist in turbine and boiler operation as required. Report any unusual changes in operating

    conditions to the superior in charge. Clean plant floors, equipment, facilities; maintain a standard

    cleaning routine. Check and Grease stokers and perform other lubrication as assigned. Perform

    minor mechanical maintenance work in case of emergencies. Perform related work as assigned

    by higher grade operators. Train new Department Helpers to perform this job classification. In

    addition, the employee shall be able to react to new assignments positively and handle and

    perform related tasks as they arise.

    Required Knowledge, Skill and Abilities: The successful candidate shall have: Reasonable knowledge

    and skill in regards to tools, equipment, materials, procedures, methods and practices required in an

    Electric, Water and CATV system. Good mechanical aptitude. Must have the ability to prepare accurate

    records and reports, the ability to reason clearly and react efficiently during emergencies, the ability to

    comprehend and fully understand instructions and communicate and write effectively in English. The

    employee must be in good physical condition, and possess sufficient strength required to perform heavy

    duty manual tasks as listed under the "Physical Demands of Position Section". Be able to maintain a

    positive attitude, and communicate and work safely and effectively with other people and employees.

    Minimum Qualifications: To be considered as a possible candidate for this position, the candidate

    should have the equivalent training and experience: Reasonable knowledge of the equipment, methods

    and practices used in the utility industry. Experience in mechanical maintenance work, driving vehicles is

    required. Possess good mechanical aptitude and skill in handling tools. Graduation from an accredited

    High School or equivalent with one year of High School Algebra is required. The candidate must also

    meet the requirements listed under the "Safety Precautions" and "Physical Demands of Position" sections.

    The successful applicant bidding into this classification will be given 30 working days, pursuant to

    Article XI, Section 4 of the Agreement, to demonstrate his/her stated qualifications and ability to fill the

    position. New employees shall be required to complete a six (6) month probationary period before being

    place on the Commission's Seniority list. Successful completion of the probationary period will be

    determined by the Department Head using skill, accuracy in the performance of duties, educational

    development and basic knowledge of the utility and associated trades as the basic factors.

    Equipment Used: The employee in this classification shall be required to properly use miscellaneous

    hand tools, such as saws, screw drivers, wrenches, drills, etc., also power tools such as jackhammers,

    winches, power saws, lawn mowers, etc., in addition drive large dump trucks, trucks pulling trailers, etc.

    and other utility related equipment and safety devices such as confined space equipment, shoring

    equipment and traffic barricades.

    Safety Precautions: The successful candidate must be able to wear protective equipment such as a hard

    hat, safety glasses, goggles, gloves, and personnel protective apparel as required for handling chemicals

    and other equipment as may be required and provided. The employee must be able to become certified to

    wear a respirator and wear SCBA equipment, and be able to comply with all applicable MIOSHA/OSHA

    safety policies and procedures associated with the industry and actively participate in the DMS safety

    program.

    Physical Demands of the Position: The successful candidate must be able to: Work indoors and

    outdoors and in all types of industrial environments with controlled and elevated temperatures and noise.

    Be mentally alert, have acute senses, have initiative and good judgment and the ability to speak (such as

    communicating in confined spaces).

    Meet the heavy demands required in the handling of heavy loads such as 2” meters, lifting of 90 pound

    jackhammers, and concrete bags weighing 100 pounds. Move and install large meters, such as 8 inch

    meters which can weigh 460 pounds or ductile iron pipe which weighs 1100 pounds per length using

    mechanical aids such as slings or block and tackle. The Applicant is required to work in confined spaces

    such as meter pits, gate wells, crawl spaces (under houses) and manholes. This requires working in small

    spaces or extensive crawling, stooping, crouching and bending over to do various job tasks and wearing

    respiratory protective gear. Be able to stand approximately 10% of the time, walk 75% of the time and sit

    15% of the time. Be able to stand and walk approximately 95% of the time, and sit 5% of the time when

    reading meters. Be able to climb ladders and work from high platform elevations. Be able to speak, hear,

    and see (color vision not required).

    General Statement of Duties: Performs responsible professional engineering work of

    administrative nature; does related work as required.

    Distinguishing Features of the Class: The work in this class involves supervision of the

    engineering staff in planning and designing streets, storm and sanitary sewer facilities and other public works construction, and directing, supervising and inspecting the work of survey parties and construction crews. Assignments are usually broad in scope and require considerable

    judgment, initiative and professional knowledge and involve responsibility for making technical

    decisions on engineering problems. General supervision is received from the City Engineer

    through consultations, review of reports and evaluation of work accomplishments. 


    The Assistant City Engineer shall act as the City Engineer in his absence.

    Certification of Mechanics: Employees shall be or become certified within six (6) months of hire

    date in the following automobile and light truck repair for vehicles under 10,000 pounds G.V.W.

    categories: #2 (Engine Tune-Up/Performance); #4 (Brakes & Braking Systems), and #8 (Heating

    & Air Conditioning). A list of certification categories is set forth in Article 14 of the Collective

    Distinguishing Features of the Class: The Building Inspector is responsible for ensuring that

    plans, specifications, and buildings in the process of construction, meet all code and ordinance

    requirements through plan review and site inspections. Work is supervised by the City Engineer through conferences and review of reports.

    • Review plans for buildings for compliance with codes and ordinances, coordinate plan reviews

    with other disciplines prior to issuance of permits, and approve the issuing of building permits;

    • Perform field inspections during residential and commercial construction: sewer taps, footings,

    backfill, framing, brick flashing, insulation, concrete formwork, site grading, and final

    acceptance for compliance with applicable codes and ordinances;

    • Review and approve blueprints and site plans of commercial buildings for egress requirements,

    barrier free compliance, fire separation, penetrations, and parking requirements. Work closely

    with the Fire Chief;

    • Receive and process applications for Certificate of Occupancy for the use of buildings and/or

    use of land and review for compliance with the requirements of the Wyandotte Zoning

    Ordinance;

    • Advise builders and homeowners how to mitigate building and housing concerns;

    • Perform rental and upon sale inspections;

    • Compose inspection reports, document violations, and maintain records utilizing City’s

    computer operating system, BS&A;

    • Manage capital improvement projects including design, bidding oversight, and contractor

    management for public building maintenance and improvement; 

    • Oversee Community Development Block Grant Housing Rehabilitation projects, including

    identifying qualifying repairs, verifying income restrictions, preparing work orders and

    specifications, soliciting quotes, supervising repairs, review and approval of contractor invoices

    and completing all documentation required.

    • Advise developers on zoning and building regulations regarding proposed new projects.


    Required Knowledge, Skills and Abilities:

    Familiarity with building construction materials and practices; ability to detect structural and

    other faults and to recommend their correction; experience with enforcing building codes and

    zoning ordinances; ability to read and interpret plans, specifications and blueprints accurately

    and to compare them with construction in process; ability to maintain effective working

    relationships with building owners and contractors, often in difficult work situations; good

    judgment; good physical condition.


    Acceptable Experience and Training:

    Experience in building construction work as a journeyman or master level craftsman, completion

    messages. Perform LEIN and RMS checks upon request of police officers.

    Supervision: Employee will be under the direction of a DPS Supervisor General Statement of Duties: Employees in this class work under close supervision of a department head to be knowledgeable about the facets of work which may include simple manual labor, operation of certain equipment and perform related duties.


    Examples of Duties Which May Be Performed:

    Gardening with the use of hand equipment.

    Watering of grass and trees.

    Cutting grass with the use of hand mowers.

    Cleaning and maintenance of DPS garage.

    Pickup of litter in public areas.

    Painting of fences, buildings, etc.

    Maintenance of public facilities in parks.

    Assist, in a training capacity, in street patching, such as raking and shoveling concrete or asphalt

    cold patch, use of air hose, removal of cement and use of jackhammer.

    Assist, in a training capacity, in minor building repair work.

    Assist, in a training capacity, in the maintenance and installation of traffic and street signs.

    Manual Laborers may be asked to operate/drive the following stated equipment: Dump trucks,

    tractors, cars, vans, pick-up and sign trucks. NOTE: Other equipment may be included if agreed

    upon by the Supervisor and employee.


    Qualifications:

    Physical condition adequate to perform work.

    Ability to follow simple oral and written instructions.

    Valid drivers license.

    Employment Status: Full Time - Hourly Regular

    Required Driver’s License: CDL - A


    General Statement of Duties: The successful candidate (he/she) shall perform a variety of tasks

    related to the construction, repair, inspection, installation and maintenance of Electric

    Transmission and Distribution Systems and other related work as required.


    Supervision Received: Work is performed under the general supervision of a Line Crew Leader

    or foreman.


    Supervision Exercised: Light supervision is exercised over others as may be assigned.


    Essential Job Functions: The employee shall able to repair, construct, maintain, install and

    inspect High voltage Electric Transmission and Distribution Systems. Perform all work using

    the necessary safety precautions required when working on high voltage lines. Possess

    reasonable knowledge and skill to perform physically demanding tasks such as assembling,

    lifting and installing crossarm assemblies and other materials associated to the trade. Possess the Required skills necessary to use line related heavy equipment, work with various hand and

    power tools. In addition, the employee shall be able to react to new assignments positively and

    handle tasks as they arise.


    Required Knowledge, Skill and Abilities: 


    The successful candidate must : An Employee in this job title shall be any mechanic having four (4) or more years’ experience in the trade indicated by

    his classification and possessing the required knowledge, skill, ability and certification to enable

    him to satisfactorily perform the work required in a high voltage electric utility system. Have a

    High School Education with good math skills, the ability to comprehend electrical theory and

    communicate effectively in writing. Possess physical agility and ability as a climber. Possess

    good mechanical and electrical aptitude and the ability to fully understand instructions. Possess

    good hand eye coordination, be in good physical condition, possess sufficient strength, endurance

    and agility required to perform heavy manual tasks under varying weather conditions as listed

    under the "Physical Demands of Position Section". Be able to maintain a positive attitude, and

    communicate and work safely and effectively with other people. Possess reasonable knowledge

    of the necessary safety precautions to be taken in working on high voltage lines. Possess

    reasonable knowledge and skill to perform physically demanding tasks such as assembling,

    lifting and installing crossarm assemblies and other materials associated to the trade. Possess the required skills necessary to use line related heavy equipment, work with various hand and power tools. 


    Minimum Qualifications: To be considered as a possible candidate for this position, an

    employee must meet the requirements listed under the "Required Knowledge, Skills and Ability",


    "Safety Precautions" and "Physical Demands of Position" sections. In addition, he/she must be

    able to pass a linemen physical examination. Promotability will be determined by skill, accuracy

    in the performance of duties, development of electrical theory, and basic knowledge of the trade.


    Equipment Used: The employee in this classification shall be required to learn to use and

    properly operate a Digger Derrick line truck with trailer, 55' bucket truck and various other line

    related vehicles. The employee shall use and wear safety equipment such as a hard hat, safety

    glasses, goggles, high voltage rubber gloves and sleeves, etc. The employee shall be required to

    learn to use and properly operate hydraulic jacks, tamps, presses, gas drills, saws, pumps, screw

    drivers’ wrenches, hammers, levers, ropes, slings block and tackle, various line related materials,

    connectors and devices.


    Safety Precautions: The successful candidate must become CPR and first aid certified, wear

    protective equipment, and be able to comply to all applicable MIOSHA/OSHA safety policies

    and procedures associated with the industry.


    Physical Demands of the Position: The successful candidate must: be able to work outdoors under extreme and varying weather conditions and in an indoor industrial environment. Be mentally alert, have acute senses, be creative, have good math abilities, have good judgment, speaking ability, and initiative. Be able to meet heavy physical demands requiring 90 pounds lifting, 90 pounds carrying, and 90 pounds pulling. Be able to stand 45% of the time, walk 45% of the time and sit 10% of the time. Be able to perform the required climbing, working from high

    elevations, stooping, kneeling, crouching, crawling and extremes in reaching. Be able to speak,

    hear, see (color vision not required), have good depth perception and have dexterous hands.
